It was built under the doctrine of the New National Ideal, which used to be a Nation project promoted by President Marcos Pérez Jiménez (1914-2001). From its inauguration become a Venezuelan icon.

This masterpiece was designed by Gustavo Larrazábal, Oscar Urreiztieta, and the Venezuelan company ENECA. Among the years had different purposes; from serving as a military strategic point to host events and meetings of government personnel.
